Federal budget with respect to funding for research and post-secondary education

Advocacy regarding the Government of Canada’s defence and research agenda, including policies, programs and regulations developed by the Department of National Defence, Defence Research and Development Canada and other relevant departments and agencies that directly or indirectly impact the post-secondary education sector. Advocacy regarding the Government of Canada’s innovation and economic development agenda, including policies, programs and regulations developed by Innovation, Science and Economic Development Canada and other relevant departments and agencies that directly or indirectly impact the post-secondary education sector. Advocacy regarding the Government of Canada’s health research and life sciences agenda, including policies, programs and regulations developed by Health Canada and other relevant departments and agencies that directly or indirectly impact the post-secondary education sector. Advocacy regarding immigration policies, programs and regulations related to international students, faculty, and highly qualified research personnel developed by Immigration, Refugees and Citizenship Canada and other relevant departments and agencies that directly or indirectly impact the post-secondary education sector. Advocacy regarding housing strategy issues, policies and programs that directly or indirectly impact the post-secondary education sector. Advocacy regarding Government of Canada training, employment and skills policies or programs, developed by Employment and Social Development Canada and other relevant departments and agencies, that directly or indirectly impact the post-secondary education sector with respect to their research and education activities. Advocacy regarding Canada’s research and development agenda, including research funding administered through the granting agencies and other federal departments and agencies, program design, and regulatory concerns related to research, including research security. Advocacy to ensure that proposals to develop or amend federal legislation, regulations, policies or programs that directly or indirectly impact the post-secondary system reflect the needs of universities and support research and education activities, including communication with public office holders in the House of Commons of Canada, the Senate of Canada and relevant departments and agencies. Activities related to the operation of U15 digital initiatives including Cognit.ca and SecureScholar.

Support for new research and campus infrastructure. Increased funding and program design for various programs administered by Social Sciences and Humanities Research Council (SSHRC), Natural Sciences and Engineering Research Council (NSERC), and Canadian Institutes of Health Research (CIHR). Funding or support with respect to international development cooperation (student and academic mobility, internships, research collaboration, exchanges, technical assistance). Discussions regarding possible research and development initiatives for, and investments in, partnerships with the University of Calgary. Discussions concerning potential research and development initiatives and investments related to clean energy, environmental research and climate change policy. Discussions about policy implementation regarding the academic visa process in support of international faculty recruitment with respect to changes to the Immigration and Refugee Protection Regulations. Budget bills in support of federal funding for post-secondary education, research, innovation, science and technology.

We engage with various elected and staff officials in the federal government on issues relevant to urban life, including the governance and financing of municipal governments. and specific federal funding and policies that affect urban life, including housing, mental health, economic development, small businesses, land use, infrastructure, urban planning and design, heritage, support for tourism and culture, immigration, skills development and employment, climate, and equity, the health of neighborhoods and downtowns as places. This has been particularly true during COVID.

The Council of Canadian Innovators (CCI) is engaging with government officials to discuss the alignment between CCI’s priorities and the federal government’s efforts to foster innovation in Canada. These discussions focus on ensuring that government programs and policies effectively support high-growth Canadian technology firms and strengthen the country’s innovation ecosystem. Canadian Sovereign AI Compute Strategy: advocacy was focused on bringing domestic firms into the value chain through policies and measures that provide equal opportunity for Canadian Head Quartered companies. Discussion on the intangible economy, SR&ED, and economic growth as it relates to domestic expenditures for intellectual property filing, as well as a focus on small and medium-sized companies. US Trade - discussed Tariffs and handling of Canada US Mexico Trade Agreement. Sustainable Development Technology Canada (SDTC) to establish a sponsorship agreement related to CCI's Board education training program for the intangible economy. Small Business and Tourism, Changes to Canadian Export Program (CanExport) so it allows more technology companies to apply Procurement – Changes to Request for Proposal (RFP) process to break down large bundles into smaller amounts for Medium and Small Business (SMEs) can apply Health Canada: advocate for an increase of resources for Therapeutics Canada for them to speed up processing times and efficiencies within their department; create working groups and framework with industry leaders and health Canada on digital and data health, and create a therapeutics working group with industry and health Canada. Finance – Changes to Scientific research and experimental development (SR&ED) tax incentive program to make the process easier for Medium and Small Business (SMEs) to apply and report on the current program, to further increase the maximum a SME can apply for Export Development Canada (EDC) to establish a sponsorship agreement related to CCI's Board education training program for the intangible economy. Environment and Climate Change Canada, give input and feedback on the PanCanada Framework, Canada-China agreement for scientific and technological cooperation, and the relationship between Carbon Dioxide (CO2) Emitters & CO2 Reducers. Our focus is on involving Canadian high-growth firms in the policies and programs the government is working on regarding climate change and the greening of government. Discussions on international trade, specifically on the North American Free Trade Agreement with respect to data localisation, labour mobility and tariffs. Defence & Security: advocate for a domestic-focused cybersecurity ecosystem that has Canadian companies at the centre of a national cybersecurity defence policy. Citizenship and immigration – Change the current work visa time lines, seek changes to the the Labour Market Impact Assessment for expatiating and a faster process Changes to Industrial Research Assistance Program (IRAP) to make the process easier for Medium and Small Business (SMEs) to apply and report on the current program, to Increase the maximum amount a SME can apply for Canada Revenue Agency (CRA) - changes to (scientific research and experimental development) SR&ED program with how it is administered and reviewed. Discussed companies SR&ED claims and issues with their processing. Business Development Bank of Canada (BDC) to establish a sponsorship agreement related to CCI's Board education training program for the intangible economy.

Advocacy regarding science, technology and innovation policy frameworks with a view to addressing climate change and enhancing Canada's research and innovation capacity. Enhanced supports for activities related to commercialization and knowledge mobilization of university research results Discussions with federal officials to encourage the development of a public policy framework that responds to the needs of post-secondary education and research. Discussions with designated public office holders in support of regulation development informed by research.

Advocacy to advance Canadian leadership in key areas through long-term support for major research facilities and initiatives. Advocacy related to policies that impact international students. Advocacy to represent university interests in the allocation of land. International collaboration to support the reputation of Canadian universities abroad. Advocacy to advance Canadian leadership in priority areas, including artificial intelligence and defence, to support world-class research and the attraction and retention of top talent, including, but not limited to, specific calls for proposals. Regulations related to visitor visas to support international engagement. Support in principle for high-speed rail along the Québec–Toronto corridor and advocacy for the inclusion of a stop in Kingston. Advocacy to secure support in the budget for post-secondary education, research, innovation, and science. Advocacy to increase support for university research, including research funding and granting programs administered by the tri-agencies (SSHRC, NSERC, CIHR) and other departments and agencies. Advocacy to enhance support for university research mobilization and commercialization. Timeliness of decisions regarding Temporary Residence Visas in the recruiting of international faculty. Student assistance and financial support for higher education, sources of funding to be determined. Science and Technology Policy - Operating funding for major scientific installations and equipment from the Canada Foundation for Innovation. Regulations related to the provision of immigration advice (under section 91 of the Immigration and Refugee Protection Act) Military and Veteran's Health - seeking support for the national research program of the Canadian Institute for Military and Veteran Health through Veterans Affairs Canada and the Department of National Defence. To support ResearchNB’s engagement with federal officials to showcase its leadership and contributions to Canada’s research and innovation ecosystem, and to advance discussions on federal research funding structures that strengthen equitable access and representation for New Brunswick.

Advocacy related to the Youth Employment and Skills Strategy, as it pertains to youth employment in the restaurant industry. Advocacy related to the National Food Security Strategy, as it pertains to food cost drivers affecting restaurants, food loss and waste, and domestic production capacity and supply chain barriers. Advocacy related to enhancing accelerated investment incentives and seeking modifications to small business deduction eligibility, to better support capital investments for restaurants. Advocacy related to the renewal and continued federal funding of the International Convention Attraction Fund, including a request for a commitment of $10 million annually over four years. Communicating with and arranging meetings with Public Office Holders to discuss the benefits of removing GST on all food in Canada Communicating with the Government of Canada regarding Budget 2026 as it pertains to immigration cuts affecting labour shortages.
