That the federal government reinstate Canadian Certified Counsellors (CCCs) as eligible providers in unregulated provinces under the Non-Insured Health Benefits (NIHB) and Jordan’s Principle programs, and commit to reforming these programs to ensure culturally safe, equitable, and inclusive access to mental health services for First Nations and Inuit peoples. That the federal government enact the Mental Health and Substance Use Health Care for All Parity Act and commit to sustainable funding. That the federal government strengthen mental health services in rural, remote, and northern communities by expanding the Canada Student Loan forgiveness program to include counsellors, psychotherapists, and counselling therapists, supporting both access to care and workforce recruitment.

CCPA recommends that the federal government re-instate Canadian Certified Counsellors (CCCs) to the list of approved service providers for NIHB Program for First Nations and Inuit in provinces currently working toward regulating the counselling/psychotherapy profession. CCPA recommends that the federal government pass a companion piece of legislation to the Canada Health Act called the Mental Health and Substance Use Health Care for All Parity Act – which equally values mental health, substance use health and physical health. CCPA recommends that the federal government exempts the profession of counselling therapy and psychotherapy from paying GST/HST on business operations, thus providing Canadians with improved access to one of the most cost-effective mental health care options available.

Recommendations: climate taxonomy, sustainable investment guidelines that exclude fossil fuels, climate-aligned transition plans, emissions targets, disclosure requirements regarding climate-related financial risk, tighter regulations surrounding who can be on boards of federally regulated entities, factoring climate risk into capital adequacy requirements, Sustainable Development Working Group. Provide a legislative foundation that supports our stated commitment to protect our shared environment as we develop energy infrastructure by ensuring that any federal investment, use of tax-credits or financial support for the development of hydrocarbon-based infrastructure, including carbon capture and storage infrastructure, be matched, dollar for dollar, by federal funding for renewables-based infrastructure; and 2. Enact legislation to end coal-fired power generation by 2035." Debt Justice. Conversations focus on the effects that debt has on the Global South and Indigenous communities, including paying down debt instead of investing in climate-resilient infrastructure. The three main asks are: debt cancellation for unjust and unsustainable debts; global financial reform to prevent future crises; and a debt resolution framework within the United Nations that is transparent, binding and fair. Bill S-238, the Climate-Aligned Finance Act. Bill S-238, which was developed through extensive consultation with national and international experts, provides a practical framework to mobilize finances toward projects that meaningfully reduce emissions; mitigate systemic climate risks threatening our economy; and promote transparency and accountability, helping investors make informed decisions. Citizens' Climate Lobby Canada is currently advocating for the bill to be passed by the Senate and sent to the House of Commons. Industrial carbon pricing in Canada. Industrial carbon pricing gives large industrial emitters an incentive to reduce emissions that cause climate change. Points of discussion: commitment to annual price increases, periodic review of provincial and territorial systems, oversupply of emission reduction credits, offset credits, transparency, expanded scope of the federal Benchmark, potential conflicts with the Alberta-Canada MOU.

YOUNG TRAINEES AND STUDENTS: Advocate for continued support of and investment in the next generation of highly skilled researchers through the federal awards system for doctoral students, post-doctoral trainees and fellows. RESEARCH HOSPITALS: Advocate for direct support and stability for Canada's academic health science centres and research hospitals that will further enable them to fulfill their strategically critical contribution to Canada's health and economic security. INDUSTRY: Advocate for policies that enhance the health and biosciences sector’s capacity to do business in Canada and to invest in Canadian health research and commercialization. INDIRECT COSTS OF RESEARCH: Advocate for an increase to the minimum threshold for reimbursement of indirect research costs for all institutions via the Research Support Fund. INDIGENOUS RESEARCH: Advocate for greater investments in Indigenous health research through the three granting councils and the Canada Research Coordinating Committee. HEALTH RESEARCH: Focus on increasing public investments across the research spectrum of operating grants, people and infrastructure and encourages investments from private and private-not-for-profit sectors. GOVERNMENT FUNDING: Advocate for increased health research funding through the three granting councils (Canadian Institutes of Health Research, Social Sciences and Humanities Research Council, and Natural Sciences and Engineering Research Council of Canada) and the Canada Research Coordinating Committee. FEDERAL BUDGET CONSULTATION: Advocate for continued support of Canadian health research and health innovation through investments and commitments made in the federal budget, such as the Strategic Science Fund, the Canada Graduate Scholarship Program, etc. DIVERSE TALENT BASE: Advocate for better support for a diversified talent base in Canada, with a focus on Indigenous researchers, Black and people of colour researchers, early-career researchers, and other underrepresented and equity-deserving groups. DIGITAL HEALTH SYSTEM: Advocate for investment in the digitalization of our health system so that high-quality data and digital technologies support healthcare decisions, empower patients as partners, and drive research and innovation.
