To present the Foreign Affairs, Commerce & Trade (FACT) Task Force, a multi-stakeholder working group established by the Canadian Urban Transit Research & Innovation Consortium (CUTRIC). Its purpose is to support Canada's transit manufacturing sector in navigating international trade challenges, particularly in light of recently imposed U.S. tariffs and anticipated Canadian countermeasures. The Task Force serves as a forum for manufacturers, suppliers, transit agencies, labour representatives, and academic experts to share insights, assess risks, and collaboratively develop policy recommendations. Its objective is to mitigate negative impacts on Canadian jobs, production capacity, and public mobility outcomes. The FACT Task Force advocates for tariff exemptions on transit-related goods and services, and for policy supports that protect domestic supply chains and sustain Canada's zero-emission transit goals. The Government of Canada must launch the development of a robust Canadian Transportation Innovation & Industrial Development Strategy. The Strategy would require a hub marriage between Natural Resources Canada (NRCan), Housing, Infrastructure and Communities Canada (HICC), Innovation, Science and Industry and Environment Canada, and Transport Canada on the transportation innovation file. The Strategy should be launched with a federal Task Force with the support of Members of Parliament, mobility manufacturers, integrators, fleets/transit systems, and alternative fuel providers to generate programming aimed at future low-carbon smart mobility infrastructure integration, innovation and technological advancement in transportation. Support CUTRICs development of a Joint Procurement Initiative that improves transit by moving people more efficiently across Canada using the most cutting edge zero-emissions technology projects available worldwide. CUTRICs Joint Procurement Initiative will support the launch of zero emission buses CUTRIC across Canada, with a focus on the GTHA. Renew CUTRIC's role as the Preferred Non Profit Provider of Planning Services under the Canada Public Transit Fund to provide feasibility studies and empirical analysis for transit agencies across Canada to advance their fleet decarbonizations. Launch Canadian Cybersecurity Innovation Initiative for Rail and Transit (CCIIRT) with funding of $50 million over eight years. The increasing digitalization of our transit systems offers numerous benefits to passengers and freight alike but it also presents growing cybersecurity risks which pose threats to transportation and national security. The CCIIRT addresses gaps in Canada's rail and transit cybersecurity by establishing a federal regulatory framework with mandatory compliance guidelines for transit operators and vendors. Establishing the need for the heavy duty transit manufacturing sector to have a seat at the table in Canada-US trade negotiations so that any renegotiation of CUSMA (Canada-US-Mexico Agreement) recognizes the jobs-at-risk within the Canadian manufacturing landscape. Religion: Include a question on religion in every census, instead of every second census. National Security/Security (3): A ministerial directive to the RCMP and CSIS to prioritize and intensify monitoring, intelligence collection, investigations, disruption, and enforcement against antisemitic and Islamist violent extremism, as well as against foreign actors seeking to sponsor or exploit protests in Canada. It is critical industry and government have established forums to discuss, develop and coordinate on issues of importance the trucking industry. Funding for Federal, Territorial and Provincial Relations to support oversight of trucking industry and support for infrastructure priorities. National Highway System. Support for improvements, upgrades and capital expenditures on the national highways system to support inter-provincial truck transportation. Commercial Vehicle Enforcement – that joint commitments amongst federal government, proveniences and territories to address commercial vehicle safety remain in place and are properly supported and co-ordinated and that information sharing amongst jurisdictions Prevention of fraudulent activities as it relates to commercial trucking. Ensure financial crimes and fraud being committed as a result of labour mis-classification and forced labour are eliminate from the trucking industry. Prevention of Human Trafficking and Forced Labour – ensure forced labour is eliminated from the trucking industry, support all law enforcement programs dedicated to this file and hold non-compliant operations accountable. Regulatory Harmonization – ensure that regulatory harmonization and alignment are the focal points for governments with respect to trucking. That jurisdictions commit to implementing changes in a timely manner and that when necessary that the federal government support jurisdictions in implementing the changes. That mutual recognition is not a suitable mechanism for reducing inter-provincial trade barriers in trucking. Transportation and Supply Chain Security and Integrity. Ensure a focus remains on eliminating the influence of Transnational Criminal Organizations from trucking, establish known employer programs in trucking as well as an expansion of trusted trader networks. Commercial Vehicle Enforcement – ensuring all lawful authorities are engaged in activities with respect to commercial vehicle enforcement to detect and deter criminal activity and hold non-compliant operations accountable. Data Collection, Research and Development – as required provide information and insight to officials to ensure accurate and realistic information on the industry trends, and metrics. Commercial Driver Medical Standards – that standards are consistent between provincial and territorial jurisdictions and that to the extent possible they are aligned with those required by the Federal Motor Carrier Safety Administration (FMCSA). Vehicle Weights and Dimensions – ensure existing mechanisms in place for discussions, collaborations, progression, standards maintenance and development on vehicle weights and dimensions policy remain in place. National Safety Code Standards – that proper attention and maintenance is given to national safety code standards and that jurisdictions are adhering to and implementing the standards consistently.
