Program: Universal Broadband Fund; CTRTC Broadband Fund; Accelerated High-Speed Internet Program - To amend programs to be more inclusive of smaller providers. Policy: Discussing policies in respect to spectrum auctions, allocation and management Bill S-242 (An Act to amend the Radiocommunication Act) At the request of the Standing Senate Committee on Transport and Communications CanWISP has presented and will comment on amendments to the bill which will improve the likelihood of spectrum being utilized in rural Canada.

That the federal government reinstate Canadian Certified Counsellors (CCCs) as eligible providers in unregulated provinces under the Non-Insured Health Benefits (NIHB) and Jordan’s Principle programs, and commit to reforming these programs to ensure culturally safe, equitable, and inclusive access to mental health services for First Nations and Inuit peoples. That the federal government enact the Mental Health and Substance Use Health Care for All Parity Act and commit to sustainable funding. That the federal government strengthen mental health services in rural, remote, and northern communities by expanding the Canada Student Loan forgiveness program to include counsellors, psychotherapists, and counselling therapists, supporting both access to care and workforce recruitment.

Support the development of a Pan-Canadian Genomics Strategy as it relates to investing in and adopting and commercializing new genomic techniques in Canadian agriculture. Supporting multi-lateral and bi-lateral trade negotiations and the implementation of existing agreements to reduce tariffs and non-tariff trade barriers on agriculture and agri-food products. Support enhanced resources for federal regulatory bodies to make science-based decisions on crop protection products and seed varieties. Seeds Act with respect to regulatory modernization (seed modernization) as it applies to seeds that are imported, conditioned, stored, tested, labelled, exported and sold in Canada. Pest Control Products Act as it relates to the import, packaging, distribution, labelling, sale and use of products that control pests. Input on climate change and greenhouse gas policy, strategies and their impacts on the agriculture industry. Implementing a national water monitoring program that supports the environmental safety of plan protection products. Encouraging health/safety/environment approval framework for Plants with Novel Traits and plant breeding innovations that support innovation. Canadian Food Inspection Act legislation and regulation as it relates to agriculture production and trade. Canadian Environmental Protection Act (CEPA) with respect to policy and regulations for pest control products. Canadian Environmental Protection Act (CEPA) as it relates to policy and regulations on plastics. Broadband: Expedite and support efforts to bring affordable, reliable high-speed internet and mobile coverage to rural and remote communities.

Regulatory and program efficiencies in the approval of new products for use in the production of food (i.e. pesticides, vet drugs, feed additives). Investment in national supply chain corridors for movement of agriculture products including reliable port and rail service. Investment in road and bridges necessary to move agriculture products from the farm to the national corridors. Advocating for the alignment of Canada regulations with the US for specified risk materials for cattle processing Temporary Foreign Workers Program - National Occupation Codes for herds person. Development of new agriculture and fisheries labour program. Housing requirements for TFW. Regulatory Cooperation Council Agenda - alignment with US regulations for livestock transport, product approval and border livestock inspection requirements Anti-microbial use and resistance - classification of growth promotants Advocating government for appropriate preparedness for animal disease outbreaks including Food and Mouth Disease. Traceability Systems and regulations Trade policy and regulations as it relates to import and export of cattle to the United States and increased market access to global markets for for Canadian beef products Climate Change policy as it relates to emissions from production of cattle/beef.
