Extension of the 100% GST exemption that has been afforded to municipalities to postsecondary institutions as recommended by the Standing Committee on Finance Expansion of the Natural Sciences and Engineering Research Council College and Community Innovation Program Examination of all federal training programs with the goal of eliminating fragmentation, short term funding and inequities for learners. Enhancement of the federal infrastructure policy with respect to college and institute infrastructure and acquisition of leading edge technology. Enhanced opportunities for Aboriginal learners, immigrants and disadvantaged groups to access postsecondary education and training and labour market. Discussions underway with the Global Affairs Canada regarding a proposal for a new partnership between colleges and institutes and the Pacific Alliance with respect to education and training. Discussions underway with the federal government for recognition of college and institute applied degrees as equal to university degrees as stipulated in a statement by the Council of Ministers. Discussions underway with Statistics Canada for current college and institute data. Discussions underway for a new international partnership program - Education for Employment which will support educational reform of technical education in Mozambique, Senegal and Tanzania. Direct 5% of federal investment in research to applied research, product development and commercialization carried out by colleges and institutes and their private sector partners Dedicated funding of college and institute facilities, technology and equipment Creation of a college and Institute Internship Program to expose more students to private sector research challenges. Changes to amend the Copyright Act with respect to support colleges and institutes in their mandate to provide advanced skills and to enable them to better respond to the skills shortage.

Increasing funding for literacy. Stabilizing current sources of Federal government funding for United for Literacy. Increasing awareness of the issue of literacy. Increasing the profile of United for Literacy. Federal funding is used to design, deliver and evaluate literacy and essential skills programs that promote success within formal education, training, and employment systems in Canada. Activities include sharing information about literacy challenges in Canada; educating and raising awareness among public servants and elected officials; sharing results of program evaluation (impact, best practices, lessons learned, implications for the sector, needs of the Literacy & Essential Skills sector); advocating for policy changes and program investments.

Examination of Funding programs to support adult literacy

Youth Employment and Skills Strategy (YESS), with respect to advocating for improvements to increase accessibility and flexibility for youth, particularly those from underrepresented groups. Sustainable Jobs Training Fund (SJTF) with respect to advocating for changes that support expanded training opportunities in the green economy, with the goal of ensuring the program effectively supports workers transitioning to sustainable, future-oriented jobs.

To communicate with public office holders and provide advisory services in respect of federal legislation, regulations, and public policy initiatives affecting youth, including but not limited to online harms legislation, artificial intelligence technologies (including chatbots), and other existing or proposed legislative or regulatory measures that may impact young people. Requesting $500,000 over two years to formally integrate youth mental health leadership and lived experience into federal workforce, health, and education strategies, by funding partnerships with Jack.org to support youth co-design, policy consultation, and evaluation initiatives with departments like Health Canada, ESDC, PHAC, and PCH. Seeking a federal investment of $2.5 million over three years through the Public Health Agency of Canada or the Youth Mental Health Fund to scale Jack.org’s Be There Certificate and edHub, reaching 75,000 youth by 2028 with evidence-informed mental health literacy tools in both digital and school-based formats. Engaging with Canada’s regional development agencies (e.g. ACOA, CanNor, PrairiesCan, FedNor, FedDev Ontario) to explore regionally tailored initiatives that strengthen the youth talent pipeline, support youth mental health and leadership, and contribute to the growth of local businesses by equipping young people with the skills, resilience, and capacity to participate in and lead regional economic development. Advocating for the recapitalization of the Youth Employment and Skills Strategy (YESS) and allocation of $3 million over three years to Jack.org to fund 420 paid, peer-led youth mental health leadership positions—delivering mentorship, Jack Talks, and outreach that will reach 200,000 youth across Canada by 2028.
